HÀ NỘI — It is necessary to create conditions for mobilising and allocating resources for development, especially in the areas of land, finance, human resources, and to develop a favourable and healthy business environment.

These issues were among those discussed at a conference yesterday. Attendees also considered reform mechanisms to promote regional and industry linkages.

Delegates were speaking at the conference on the resources and dynamics for socio-economic recovery and development in the context of safe, flexible adaptation and effective control of the COVID- 一 九 pandemic.

Nguyễn Xuân Thắng, Chairman of the Central Theoretical Council and director of the Hồ Chí Minh National Academy of Politics, said that nurturing, promoting and optimising the efficiency of using resources is always a fundamental element of the management and development of the whole country as well as local governance.

In serious crises such as the COVID- 一 九 pandemic, the optimisation of resources is even more important in increasing the resilience of the economy, creating preconditions for stability even in uncertain situations, and finding new development opportunities during and after the pandemic.

Thắng said the most important resources are digital resources and human intelligence. The development of digital economic sectors has changed the way resources are managed and allocated.

The pressures of changing development modes such as climate change and resource depletion make it difficult for lagging economies to access resources.

"Small and medium-sized economies need to create a foundation for development in the medium and long term. Therefore, increasing productivity is considered to promote the structure of agriculture towards services and increase the proportion of industries with higher added values,” he said.

Nguyễn Hồng Sơn, deputy head of the Central Economic Co妹妹ission, said that controlling COVID- 一 九 through speeding up vaccination is a prerequisite for the resumption of economic activities.

Sơn said the new normal situation requires a new strategic vision as the COVID- 一 九 pandemic is not only a challenge but also an opportunity to transform the growth model associated with a more sustainable, greener economic structure.

It would contribute to combating the risk of falling behind on the basis of accelerating digital transformation, building a digital society, digital government and digital economy and contribute to consolidating and improving the effectiveness of the human-centred welfare system.

According to Thắng, it is necessary to create conditions for mobilising and allocating resources for development in some special areas such as land, finance, human resources, business environment and institutional reform.

Regional linkages and industry linkages should be expanded to help businesses cut costs, he said.

However, in order to increase regional linkages, it is necessary to eliminate short term, partial vision and build mechanisms and institutions to promote potential advantages according to the principle of win-win and mutual development.

It is necessary to effectively exploit capital and natural resources, promote the processing and manufacturing industries based on new technologies, and create jobs, he added.

Due to insufficient and limited resources, Thắng said that localities need to have specific projects and action plans to develop their own resources.

At the conference, many delegates said that the stimulus packages worth VNĐ 三 五0 trillion for the  二0 二 二- 二0 二 三 economic recovery and development program need to focus on solving and removing procedural problems so that workers can access the financial support.

Policies to develop housing for workers should be added to the packages, they said.

The delegates also said that it is necessary to pay attention to the development of science and technology, which remains the country’s weakness.

Due to the outdated management of science and technology, the country must use more market mechanisms and train core human resources in science and technology.

They also mentioned the institutions on personnel policy, which strengthens supervision and replacement of cadres who co妹妹it mistakes, and local governance with promoting cooperation and linking regions.
